# THE PRIME MINISTER SLAPS DOWN MANOA GADAI’S PROPOSAL FOR A MILITARY ROLE IN THE WORSENING DRUGS CRISIS (UPDATED SATURDAY AM)

Posted on December 18, 2025 20 Comments

With ample evidence that the Fiji Police are struggling to contain the drugs threat and amid allegations that senior police are involved in the drugs trade, the Prime Minister is defying pressure from elements in the military for the RFMF to take a lead role in the fight.

Sitiveni Rabuka has ruled out an offer by Brigadier General Manoa Gadai – the Commander of the Joint Task Force Command at the Blackrock Camp in Nadi and the most senior military officer in the West – that he lead a joint RFMF-police effort to target the drug barons and corrupt police.

The very public slapping down of Gadai will heighten tensions in the security forces over whether the government is serious about tackling the drug threat. Even before the Prime Minister’s latest statement, RFMF sources were privately raising the possibility of the military using Section 131 of the Constitution – which requires the RFMF to “defend the well-being of all Fijians” – as justification to forcibly seize control of the drugs fight.

Some senior figures are known to be highly critical of the RFMF Commander, Major General Jone Kalouniwai, for not being assertive enough in insisting on a military role and have swung behind Brigadier General Gadai, whose public outburst in the following group email to the entire political establishment over allegations of police involvement in the drug trade is still resonating more than a week later.

Not surprisingly, the government is desperate to play down any suggestion of a division in the security forces over the issue but denials of a rift are nonsense. And the Prime Minister’s latest statement is not going to be appreciated by some elements of the military deeply alarmed that the fight against the drug barons is being subverted from within.

Alex Forwood with the PM in Sydney on Fiji Day

A constant stream of allegations of police involvement by the Sydney-based whistleblower, Alexandra Forwood – which prompted Brigadier General Gadai’s outburst and exposed a clear difference of opinion between him and the RFMF Commander – has certainly touched a raw nerve at the top.

In the wake of the appeal by Grubsheet for our readers to write to the Prime Minister asking him to intervene after threats were made against Alex Forwood, the Police Commissioner, Rusiate Tudravu, has begun responding to Forwood’s avalanche of emails, assuring her and those copied in that her allegations are being dealt with appropriately.

That’s a message repeated by the Prime Minister in his latest comments to the Fiji Sun. But his action in specifically ruling out a role for the military is not going to sit well with those who believe the current response to the drug threat is inadequate, given the scale of the crisis and its impact on ordinary Fijians.

Whether it is family members turned into “meth” addicts or record HIV infections, the drug trade constitutes easily the biggest single threat to Fiji’s national security. So it’s hardly surprising that many of those responsible for national security want a much more aggressive response, especially against the enemy within – corrupt officers of the Fiji Police.

UPDATE SATURDAY AM:

Alex Forwood’s dogged campaign of allegations against senior police produces its first scalp – none other than the Head of the Serious Organised Crime and Intelligence Department (SOCID).

He is Innocent until proven guilty, of course, but those who’ve played down the seriousness of these allegations have been proved wrong.

From Saturday’s Fiji Sun

———————–

FURTHER UPDATE SATURDAY AM:

And the corruption of our security services by drug dealers sadly isn’t confined to the Fiji Police.

To underline the gravity of the threat, the RFMF Commander reveals that it now extends to the military.

It axiomatically strengthens the case by Manoa Gadai and his supporters for a heightened role for the RFMF in combating the drug scourge.

“Kemudou” indeed.

From Saturday’s Fiji Times

On the other major story Gubsheet has been following in recent days, Radio New Zealand has sought comment from the New Zealand police about the allegation by the substantive DPP, Christopher Pryde, that he and his neighbours have been harassed by Fijian agents in suburban Christchurch.

We await their response with interest.

While we all commend Alex Forwood for her exposes but not this guy who does much more educational stuff. Are we being sexist? Anyhow, his insights on PM’s inner workings is enlightening.

Isa, our clueless prime minister, with a bad knee to boot.

    Sa qase.

Rolex Rabuka is too busy getting his next suit measured, packing for the next trip, accepting invites from overseas private friends and families, and double dipping allowances, busy saving Linda’s arse, and meeting the boss of Fiji Water.

Too busy appointing friends and cronies to boards, giving them jobs in government and overseas postings. He’s too busy being surrounded by ethno-nationalists.

He is too busy with stupid ministerial reshuffles and other cosmetics like the reconciliation commission.

That’s why half the time he ‘was not aware about it’.

That’s why the government he leads is in a complete shambles, and the country is not far behind.

The issue with Rabuka is that he thinks power will last forever ( same as Bani and Aiyaz – you are so right about TIN EARS GD), power and fame is temporary, the curse of indians made in 2025 will ultimatley kill him, no church going and using God’s name as his excuse will help.

Example – lets look at Shailendra Gopa Raju, the man(not sure) with Key Board influence before and just after the 2022 elections, trying to be in the same room as Graham to read politics, Rambo’s right ball licker and hosting PAP in AK etc, promising people anything and everything when “we in power”, today he sits lonely in his living room with his two dogs, scared of the backlash if he writes anything truthful (no political posts since Nov 2024 when he was warned), rejected by PAP, LABOUR and UNITY, gave up his hamilton council position to ready himself for FICAC boss ( told everybody that Rambo promised him when in NZ), outcome now is posting photos of him playing with dogs at home ( Hmm), he goes to church in sulu every week as Indians hate him at places of worship, posting photos of attending funerals, posting photos of his meals (really). life is bliss (not) for SGR – welcome to being an Indian Rambuka Supporter.

This example is the reason why the Army Commander will be dumped after the 2026 electiom – Rambo is playing chess, not Pani.

I might be “clutching at straws” but at least I can keep my hands off other people’s wives.

The notorious “pussy grabber” Pramesh Sharma is a person of zero credibility who is now increasingly desperate at the loss of his chief patron, Biman Prasad, and the humiliation of Charan Jeath Singh.

Sharma makes a living by boasting of being able to open doors because of his connections but is destined to get his grubby little fingers caught when those doors slam shut.

I do not recognize my Fiji anymore.

We all know someone that got dalo or kava stolen. We all know someone who got robbed. And the police do nothing unless we pepper them with cash. They have their sticky finger in the drug trade and the kava trade. We have non-functioning police and a non-functioning FICAC supervised by a non-functioning judicial system overseen by a dubious chief justice.

    God help us.

    Here is the worst part.

Our police force is managed by a minister of Police who could not keep his job as a police commissioner under the previous government. This LIUMURI deceived his own electors by defecting to this coalition of under-performers.

I can only applaud Mr Gadai who raises his hand and says:” This is my Fiji also and I do not like what I see. I can help clean up this mess!”

Mr Gadai, we need more like you.

In any other country, Australia, New Zealand particularly, any military officer would be disciplined for outbursts like what was made, the prime minister was correct in explaining the constitutional and legal position : the military works under police in internal security matters.

Gadai has set a dangerous precedent, government cannot walk past this breach of standards for to do so would only make matters worse.

Personally, I would be a lot more impressed with your argument if the government itself hadn’t engaged in an industrial scale “breach of standards” across a broad front.

The lecture from the PM comes from a man who refuses to disclose the source of a $150,000 gold Rolex watch. He also keeps a Chief Justice in place who is accused of serious criminal conduct. And promotes a minister who he personally found guilty of a “sex and illicit drug scandal” that brought the ruling party into disrepute and another who is in business with a convicted Chinese drug and people trafficker.

None of this would be happening in any other democracy that respected “constitutional and legal” standards.

Manoa Gadai is expressing the concern of a great many Fijians about the lack of official resolve in tackling the drugs crisis, which is destroying Fiji from within. When the RFMF Commander refuses to take a stand and chooses instead to apologise for the military’s past conduct, somebody has to speak out.

Is Gadai to be vilified for putting his hand up and offering to do what the police can’t do because too many of them are in the pockets of the drug barons? That is what is genuinely “making matters worse”.

Fiji is not OZ/NZ/UK or any other open, transparent, functioning, civilized democracy.

Proper transparent democracies do not have institutionalized structural, overt racism with ethnic purging of a particular minority group from government services.

Nor do they have national police involved in and supporting the drug trade or other nefarious organized criminal activity.

Did we mention a dead media industry?

Proper democracy means one law for all with no judicial double standards, no policing double standards, equal citizenry, and no one group is a vulagi in the land of theirs and their forefathers’ birth.

Proper democracy does not include a parallel unelected government (gcc) dictating national political discussion, introducing race based legislation -supremacists rights over anything and everything- land, underground, sea, undersea, sand, rivers, and fishing rights.

All while the chieves freeload off of taxpayers money, with zero action or initiatives to control the drug pandemic, teenagers pregnancy, HIV, violent day-time crimes. Throw in an inept police commissioner who runs his mouth without reining in corrupt officers.

Most of all, functioning transparent democracies do not have 4 coups, 4 constitutions (thus far), forcing a constitutional provision giving the military ‘guardianship’ of the country as the ultimate arbiters of the safety and security of all the people.

The military commander could be mistaken for a mute, seems to be in the pockets of foreign governments and native supremacists, while constantly apologizing to the supremacists. Not to mention a pedo Commander-in-Chief.

If the pm feels that Brigadier General Gadai may have spoken out of turn, fire him and see where that gets us.

So far, the PM’s stellar track record of firing rogue officials includes a porn queen – for, well, making porn videos of herself while a co-chair of anti-porn task force (!), and use of illicit drugs and now minister for information, environment, and climate change(!), his AG and now acting AG, acting corrections commissioner, a sexual deviant and violent woman basher as minister of education and now minister of education still(!), the FICAC debacle, and on and on.

The PM himself is a serial adulterer, serial treasonist, serial liar, mutineer, with unexplained wealth, including a 1.2m house and a gold timepiece. He is protecting criminally-tainted side kicks who do his bidding-a clownish racist CJ, a bumbling baboon AG, a hopeless and hapless SG, and drink driving convict as CR.

It is exhausting trying to remember all the dysfunction and corruption in government.

So yeah, nah, let’s worry about a senior military officer calling out our government’s corrupt, compromised, and ineffective narcotics bureau.

Under Section 131 of the Constitution of the Republic of Fiji, the Republic of Fiji Military Forces (RFMF) is expressly mandated to ensure not only the defence and security of the State, but also the overall well-being of all Fijians. This constitutional obligation is neither symbolic nor optional. It imposes a positive duty on the institution, exercised through its Commander, to act when the well-being of the nation is under serious threat.

At present, the wellbeing of the people of Fiji is being gravely undermined by widespread lawlessness, most notably the entrenched problems of corruption and illicit drugs. These are no longer isolated criminal issues; they represent a systemic threat to national stability, social cohesion, economic integrity, and public trust in state institutions. Their continued expansion directly endangers the safety, dignity, and future of all Fijians.

In these circumstances, continued inaction or passivity by the Commander RFMF cannot be justified. Where the constitutional mandate is clear and the threat to national well-being is obvious and ongoing, failure to take decisive and lawful measures within the Commander’s authority amounts to a dereliction of constitutional responsibility under Section 131.

While the RFMF is an institution comprised of many officers and personnel, ultimate authority and accountability rest squarely with the Commander. Persistent institutional inertia—whether by omission, acquiescence, or deliberate restraint—creates the untenable impression that the RFMF is tolerating a breach of its own constitutional purpose. Such a posture is incompatible with the role entrusted to the RFMF by the Constitution.

Accordingly, a serious and unavoidable question arises as to whether the prevailing circumstances satisfy the threshold for the Doctrine of Necessity, and whether a senior officer such as Manoa Gadai may be compelled to consider initiating action to safeguard the Constitution and the well-being of the people where civilian mechanisms have demonstrably failed, are unwilling to act, or have become ineffective.

This is not an argument for unlawful intervention, but a demand for constitutional accountability. The Constitution cannot be selectively invoked in times of convenience and ignored in times of crisis. Where the well-being of the nation is at stake, leadership is not a choice. It is a duty.

Precisely. Section 131 is part of Fiji’s supreme law that has recently been endorsed by the nation’s highest court on an application from this government.

Until it is changed by constitutional means, it is the L-A-W. And it is about time it was obeyed, including by the corrupt Chief Justice, his relative, the pedophile treasonist who occupies the position of Head of State, and Sitiveni Rabuka himself.

Most of us in the UK know Gadai as the new age Bainimarama. He doesn’t tolerate fools, is a stickler for law, order and discipline- met him recently during my holidays, hasn’t changed, very focused and won’t let outside influences control RFMF values (which he felt is happening now). A true champion of people’s rights and equality.
