# EXPOSED. THE CHIEFS USING THE 2013 CONSTITUTION AS A SCAPEGOAT FOR THEIR OWN FAILINGS

It has taken an indigenous commoner, Jiaoji Savou, to call out the chiefs for their failures in the vanua and the way they are now blaming the 2013 Constitution for the ills of the iTaukei (see previous article).

The following posting on Facebook is being widely shared, including beyond the favoured social media platform of most Fijians from which Grubsheet is banned after a complaint by the Minister for Bonking and Weed.

The prominent lawyer, Devanesh Sharma, is describing it as “the best article he has read in years”. Reposted here after it was sent to me by a friend for additional comment by my own readers.

Why do I personally think it is so important? Because it will only be when the iTaukei themselves rebel against the received wisdom of their chiefs in the reconstituted Great Council of Chiefs that genuine social progress will be made. And that means the grassroots insisting that the iTaukei elite put an end to the blame game and “us and them” scaremongering which is causing so much division in Fiji and is hampering national development.

For the Chair of the GCC, Ratu Viliame Serukula, to say that there are “33 clauses in the Constitution” that need to be changed because they disadvantage the iTaukei is utter nonsense. And to do so without saying precisely what they are from the luxurious surroundings of the GPH when half the iTaukei population lives in poverty is frankly obscene.

Many iTaukei commoners clearly feel the same way. And in a clear sign that times have changed, the chiefs are being called out by their own people.

    In Fiji, when it comes to the iTaukei, it is always someone elses’ fault.
    The silly chiefs and their followers think that changing the clauses in the Constitution will result in the iTaukei all driving 4WDs all of a sudden. That is how simple it is.
    Even with 93% of the land and more than 70% of the population, it is still someone elses’ fault.
    If we get just 10 more Jiaoji’s in the iTaukei population, maybe we all can move forward.
    And, can I say once again, who in their right mind thought that a dinosaur and crackpot from 37 years ago was going to bring about change to Fiji? Just imagine the change if all of these idiots started thinking like Jiaoji – including many in this forum.
    One more thing which should be added, the vulagi religion which has been taken up with such passion is a big contributing factor to the whole problem.

    I miss Frank and Aiyaz. The two were absolutely demonised during campaigns in the GE. The 2018 and 2022 campaigns in particular were disgusting. From utterly racist and ethnically charged, inciteful campaign rallies held by their opponents to outright, blatant lies being churned out by the mainstream media, ghost blogwriters, fake Facebook accounts. If Frank’s conviction is overturned and both Frank and Aiyaz are able to contest the 2026 GE, nothing different can be expected. In fact, with this Government remaining in power and in charge of organising the 2026 GE, these Elections will be even worse. They will ensure they return to power. Now that the Commander in Chief is the sitting Prime Minister’s High Chief, what more can we expect.

    Someone in the comments wrote Bainimarama and Aiyaz were demonised during the 2022 campaigns. I can agree with that. I was present at a campaign rally conducted by Labour in the West. A man was speaking into the mic, telling those present all the good that Bainimarama’s government had done. Chaudhry angrily walked up to the man and told him Bainimarama is Aiyaz’s puppet. He grabbed the man’s hand and asked him in Hindi (I will translate what he said into English) “whose blood is running in your veins? Is it Muslim blood or Hindu blood?”. This is what I saw with my own eyes. We can only imagine what the next election will look like… 🙁

        WOW Just blew my mind.. thought they would be smarter than that. The chiefs treasure are its people and not money, position or power and they were good chiefs and were loved. These days most are spoilt, power hungry, selfish, making themselves far above everyone, unapproachable and difficult. They change all the time. If they want to keep the chiefly system they have to prove that they are worthy of the role. The English did it.. they studied, learned how to become a gentlemen and what is expected of a ruler to manage their territories. The system we have now is too slow the changing of time. Even the Queen worked until she died. If they don’t learn how to do it well than Bainimarama have paved the way to a Democratic elected council or skilled people to run the Itaukei affairs in all aspects. Most itaukei would say a king/ chief is from God,which is true but they forget if the choosen onces don’t perform they are eliminated just like what happened to King Saul and his son when God made David King, who became the greatest Jewish King.
        Thats a valid question WHAT HAVE THEY DONE FOR THE ITAUKEI. Or where is the prove that holding those positions and its benefits have helped at list half of the villages and districts they look after??? There is a growing number of itaukei people who think this way… something has to change or they will loose all respect and one knows what will happen after that

    The village idiots in the GCC looked uncomfortable sitting on tables and chairs and helping themselves to the vulagi full chow at GPH. Maybe it is because it is an upgrade from sitting on the floor as they have been in the past. Progress!
    The most appropriate place for them is under a vulagi mango tree, as someone suggested, because the reality is they will do exactly f**kall for the iTaukei.

    After their reinstatement, they are quickly shooting themselves in their own feet, by keeping up the tradition and history of doing nothing.
    Any one who believes that junket cost $200,000 needs to have their head checked. It cost far in excess of that number.

    The amazing thing is that Rt Viliame Seruvakula, while serving as a half colonel in the RFMF 30-40 years ago, was the one who introduced to Fiji the term ethno nationalists and ethno nationalism.

    He said ethno nationalism was the biggest threat to peace and order to Fiji.

    Fast forward to now, he has joined with the those he had previously condemned. He has become their apologist.

    At lease Bainimarama was consistent when he confined chiefs to drinking home brew under the mango tree.

    Sociologists will tell you that the source for ideas and entrenched beliefs come from institutions. If you want to change the way people think you do away with or change institutions.

    So what is the source of the chiefs’ supremacist ideas? I would point a finger at the following institutions:

    – schools, (QVS and ACS being the worst) should be opened up to all races and made into co educational schools.

    – the chiefly system itself. Chiefs need to undergo mental purification so that they can see Fiji not in terms of a zero sum game that is clouding their judgement

    – our competitive political system needs to be scrutinised

    Nobody is talking about these things. Until we modify institutions, racism and a strong sense of Eni torment that drives ethno nationalism will continue to persist.

        These i-taukei only schools are required by natives to teach rioting, bullying, bigotry, hate, and supremacists ideology. No right thinking non-i-taukei family would consider sending their children to these places of hate. Rioting and brawling are primitive as we see play out at Suva bus station often enough-and posted online with much pride. No other ethnicity engages in this primitive behavour. Perhaps the 2013 constitution and the vulagi are to blame

        One might recall an indo-vulagi appointed principal to one these places. The ensuing furore was unbelievable yet unsurprising.

        Landowners, parents, students, old boys and their dogs relentlessly howled in protest. Until the educationist was hounded out to be replaced by the “right” kind.

        That is how entrenched the hate and bigotry is across the itaukei society. Christians all. Shameful.

        Now imagine if any another ethnic group took only their own ethnicity in their own schools – and excluded the i-taukei.

        The ministry of violence, adulterous bonking, sexual deviants and education would immediately cut funding, ban the practice of selective admission, pull all civil servant teachers and cut off the ministry’s curriculum.

        The chairman with pockets full of 30 pieces said itaukei language must be taught in all primary schools.

        A noble idea that would garner wide support in the open-minded vulagi community.

        Chairman 30 pieces (or is it now 33) should consider including civics/governance, parliamentary democracy, cultural lessons, and local history from the indentured slavery periods to the four (4!) coups. Or it could perhaps include a curriculum based on t some of the above.

        We could throw in basic constitutional lessons. It is important to realise the power of learning all children possess.

    The Vulagi and the Smart Itaukei have had enough.

    Met an Itaukei brother in Australia. Sitting down around a kave basin I asked why you left Fiji?

    His answer, Fiji is not for common Fijians, it’s only for chiefs. Only they will do ok there. I can’t use my own land, there are too many road blocks to use my own resources. Better here, i work, I get good pay and my kids receive a good education.

    The smart have realized, the blind follow the blind and yes it’s all the Vulagis fault. I wonder who will the chiefs blame when the vulagi population falls below 20%. This will most likely happen within the next decade.

    Truth hurts and the article is littered with truth, but unfortunately the blind chiefs and their blind followers won’t read it, or gain anything from it.

    Excellent points that should have appeared in JB’s GCC review report.

    Just a classical case …. . Suva Sangam High School under Hari Raj Naicker’s leadership had for years 100% iTaukei students enrollment (majority from low income groups) but the Qarase Government denied the School support grants, diverting resources instead to the elite schools like QVS.

    Graham, hopefully JS is in that new forward looking but still underground political movement that you had written about.

    The key to destroying Fiji.

    1. Blame the Vulagi for everything you can’t do or achieve.

    2. Teach jealousy and hatred against the Vulagi in every facet of life, also in church…I have personally heard this in church.

    3. Cultivate a culture of non accountability and not giving clear answers.

    4. Dismantle education systems by randomly changing things so that the poor remain uneducated.

    5. Tell people to remain in villages while you travel overseas and your children go to international schools…frequently done by chiefs.

    6. When nothing works, invoke Jesus and the fear of hell to get the masses to follow your stupid leadership.

    7. Ignore the biggest challenges faced by people in their day to day life such as drugs, cost of living and poor health and living conditions and spend millions on parties and nonsense gatherings and allowances.

    8. When elections come again, start with why the constitution isnt letting itaukei get rich while making Vulagi rich.

    9. Keep thinking that the chiefs serve anyone else apart from their own interests.

    10. Keep voting along racial lines while alienating the people who can actually make Fiji better.

    The day the common Itaukei start taking decisions for themselves and remove the inbuilt power structure that weakens them is the day they will liberate themselves from their struggles.

    Great value these guys. Look them up. Folk like these need to be heard more to counter the elephant/dinosaur establishment, and those who blindly follow and enable the feudal system.

    What if this seemingly paradoxical statement is even partially true:
    “The itaukei chiefs are a significant and major existential threat to the survival of the itaukei”.

    There is some evidential substance to this – the relative prosperity that the common itaukei had started to attain because of equitable access under the reforms of the GCC and TLTB By Bainimarama with his recognition of the negative impact of the GCC’s influence.

    There will be a change come tomorrow at the crack of dawn. The chiefs will be up and cracking whips to whip their people and get them working fields, around villages, cleaning, planting, fishing. The children will be at school. The chiefs will sit down with the youth and encourage them to work on business ideas, saving money, not loitering around towns and cities and no grog. There will be accountability everywhere. When they next meet at the complex paid for by others the itaukeis will all be rich and driving around in 4 wheel vehicles.

    Meanwhile a vulagi has opened a hospital in Nadi.

    The Indofijians who went through the trauma have achieved even greater heights after 14th May 1987. Go across to Australia and New Zealand and their communities are healthy, wealthy and vibrant.

    Their children are achieving wonderful things in Australia and Aotearoa in the professions and business, and even in politics.

    The first Fijian and person of Indian extraction in the Australian parliament is an Indofijian. Lisa Singh was the Senator for Tasmania in Canberra between 1 July 2011 – 30 June 2019; she was Minister for Corrections and Consumer Protection of Tasmania between 26 November 2008 – 13 April 2010; and she was Minister for Workplace Relations of Tasmania between 26 November 2008 – 13 April 2010.

    Rajend Prasad is the first Fijian to enter the Beehive in Wellington as an MP. He was Labour Party MP on the party list at the 2008 general election and retired in 2014. Wikipedia records that Prasad is of Indo-Fijian descent. Prasad has a PhD from Massey University. Prasad led Massey University at Albany during its establishment in 1993 and was Race Relations Conciliator between 1996 and 2001. In the 2003 New Year Honours, Prasad was appointed a Companion of the Queen’s Service Order for public services. In June 2004 Prasad was appointed as the first Chief Commissioner of the newly established Families Commission, serving until 2008. He joined the board of the Bank of Baroda’s New Zealand office in 2008 and remained a director of the Bank until 2016.

    Here in Fiji however the Taukei ethnonationalists have nothing to show for all the revolutionary action of 1987. Thirty-seven years of itaukei blundering around in the wilderness. Blind leading the blind.

    If one asked around with the ethnonationalist itaukei leaders what benefit have they achieved in terms of seeing their own families grow in business and succeed in the professions since 1987 it is none. Zero.

    These ethnonationalists said that it was necessary to do what they did on 14th May 1987 for the itaukei to prosper in this country.

    Has the itaukei community seen prosperity?

    Forget about the wider itaukei progress in business and the professions. That has not happened despite billions in affirmative action. In fact our villages are now industrial scale marijuana production sites and lawlessness is out of control in our itaukei subregions as impoverishment worsens.

    So what trauma are these guys going on about ? Whose trauma ? Whose suffering ?

        Reading court records screens seems an odd hobby. About as exciting as reading a phone book.

        Do tell why’d a kau otherwise hang out at Manukau court.

        And, unlike Fiji, that’s how it must be, i.e., in any functioning, transparent legal system–unlawful actions MUST BE prosecuted before a court of LAW. One law for ALL.

        Not like the selective ‘justice’ Fiji has with Santa Claus and his elves. Olei dina.

    Sadly Mr. Savou will not get any answers to his questions from anyone. Let alone the GCC.

    What he will get is social media abuse by naive indigenous Fijians who are still under this feudalistic spell.

    Every right-thinking indigenous Fijian person agrees with Mr. Savou. But will not speak up because they do not want the social media abuse and being branded anti Fijian.

    So the best place to voice that opinion is at the ballot box at the next election.

    We just need a good moderate multiracial party with good candidates who will be good leaders.

    Mr. Savou will be a good one.

    Come on Fiji. Let’s do that. There is hope.

          Where have I ever suggested Communism? Ever, even once!
          Communism means common and equal ownership of property.

          I have called for a One Party State, leaders of 10, 100, 1000, 10000….that is Biblically proposed as a system proposed by God – if you are Christian or a Jew.
          Yes, so many of the leaders of Communism, State, Parties and movements are Jewish , or more correctly, Talmudists, and they have advocated and implemented Communism, State imposed individual economic equality and State owned enterprises. This experiment has been run to vast human suffering, just as outright Capitalism has also and is causing human suffering.

          To those countries that have suffered Communism seem to me have come out of the experience without a total negation of the event but have blended aspects of their experience with a pragmatic application of what works and what does not.

          A reading of what happens to Empires, over time, from start to finish, will provide an insight into what is happening in the West. The West is in decline and this can be traced along the curve on the life of Empires.

          What is a recent phenomena in the history of the world is the mighty rise of Corporations. Organizations not limited by international State boundaries.
          The rise of International State bodies, UN, ( WHO, FAO, UNESCO….) WB, ADB, IBS, SWIFT, ………and Treaties. Ocean, Space, Arctic, Antarctic, Seabed, Environment….

          USA Inc hosted a foreign PM to a joint siting of the Senate and Congress. They gave 58 standing ovations to a foreign PM. The 2 previous visits of the same foreign PM had them giving 29 & 28 standing ovations.
          Meanwhile POTUS sat outside like a pupil sent to the principles office.
          Is there even one human with half a brain on the planet can claim USA Inc is a democracy, maybe, but sure likes to suck on a banana.
          Trump and his gang, like the rest of them, likes to eat banana from Netanyahoo. The 5 brown eyes eat bananas from Israel. Leader Starmer , gobble, gobble, gobble, leader of the Mother of Democracy, what a farce, what an abomination.

          So, leaders of 10,100, 1000……………has nothing to do with ownership of property, SO, no Communism in sight.

            One party states lead to dictatorships, tyranny, violence on the population in the
            name of governance, demonizing minorities, persecution, and fascists.

            The need to knowing the identity has no relevance -focus on the message. No need for more belligerence from you, take your meds, seek help.

        The elections under the Westminster System in the last 50 years hasn’t failed us. It’s the politicians elected that have failed us. And the misguided people who usurped power through the barrel of the gun.

        In that time, we have had communal voting, preferential system and the current one man one vote system. The voting system has evolved with the passage of time as our democracy evolved and voters become more politically mature.

        What we currently have may not be ideal, as it requires a star candidate in a party to get the party over the line with other party members free riding, it is by far the fairest system we have ever had. Because of its one man one vote system. Irrespective of your race.

        It is the politicians who continually play the race card and threatening the itaukei that they will lose their land if they are not in power, are the problem.

        And the naive itaukei voters that believe that crap.

        I would love to hear your suggestion as to what system you believe will work.

          For some technical reason I can not respond to the previous commentator who stated that the Ghai Commission jettisoned my ideas. Nothing could be further from the truth.
          I made 2 submissions to the Ghai Commission.
          1. District Guardian Councils.
          A: Ghai Commission responded with Transparency and Accountability Commission, Section 121 of the Constitution. Parliament has yet to make law for this Section. In a well functioning Parliament there would have been a Parliamentary Committee travel the country to receive submissions from the people on how such a Commission should operate. I am still waiting 10 years later to submit my ideas on the matter.
          2. Change of Representative system. Option a. One Party State Option B. Presidential System
          A . Ghai Commission responded with a Constitutional Assembly.
          The Constitutional Assembly would have been the entity to which I would make my case for an overhaul of our representative system.

          The Military took possession of the Ghai Constitution and burned it. The 50 member Constitutional Assembly did not survive into the cleansed edition, the one that toured the country for consultation, ie its sale to the people by VB, ASK n Government employees and consultants.

          To answer your question as concisely as possible, I suggest a One Party State with District Guardian Councils to keep local administrations honest.
          I could write a whole manual on its functions and operations but I am a democrat and so look forward to input from fellow Fijians.
          Imagine you are in a debating team and your team must speak in favour of a One Party State built on cells, committees of 10, 50, 100 etc.
          Consider your Assemblies must prioritize your community needs.
          Consider that civil and public servants and professionals are available to provide advice on cost, design etc on projects so that priorities can be determined.
          There are no politicians, only delegates that represent their communities and must sit with others to determine priorities.
          A base for determining priorities could be ROI – return on Investment.
          I can enlarge, but you must have the gist by now.
          Priorities and budgets are set and implemented.
          Total immersion of the populace in politics ( politics: allocation of resources) 24/7, versus the present system of the people spending one minute in a booth every 4 years.
          Which system is more “democratic”?
          As for the people, I believe Fijians are the most politically astute people on the planet, it is the “system”. that fails our nation.

            Seriously? There must be something in the water in Savusavu.

            Secondly, where on earth has this One-party state you are proposing has worked?

            I think you are forgetting that Fiji has a capitalist economy. Where profit maximising is the main objective and people are greedy by nature.

            You will need to have opposing parties to keep everyone honest and fair redistribution of wealth.

            Thats just the reality of what we have.

            And no, ROI should never be a determining factor in priorities in any government. Government needs to provide some services which does not have any return. Its called public utilities and social services.

            I am now not surprised at your continuous support for the CCP.

    When I see people like Mr Savou, I beleive there is yet hope for Fiji and the common Fijians.

    Otherwise if the blind keep leading the blind then the only prosperity common Fijians will see is their chiefs owning Prados while their children don’t even have a bus fare to go to school. Their chief partying at the GPH while he’s thinking where he’ll get the next meal from. Their PM collecting 3000 allowance per day while he earns 3 dollars an hour for working in the hot sun all day.

    I want to vote for people like Mr Savou, but where are these people? Last election Biman portrayed himself as the righteous saviour full of integrity and honesty. That shit of a person is the worst I’ve ever seen.

    Come on Fiji, lets find people like Mr Savou and encourage them into parliment.

    GD, this place needs to find a way to reach the greater fools of fiji, if not Facebook, try Instagram or Threads. Or someone make a fan page for GD on Facebook and just post screenshots of things here there. Your comments/views and those of our mature and smarter Fijians here is gold and Fijians need to realise it! God help Fiji and all Fijians!

      Appreciate your support. I am deliberately targeting an educated, intelligence audience who have the ability here to write lengthy contributions on our nation’s future rather than the glib one liners on Facebook. I may have had 30,000 “followers” on Facebook but I’d much rather have the intelligent input I get here, with an exchange of ideas on where our beloved nation is heading.

      Keep those comments coming! It is an intrinsic part of Grubsheet that Facebook and other social media platforms can never replicate. I am frequently blown away by the perceptive comments I get from my own readers. And I very much value their contribution to the national debate.

      We are not “doomed” – as you put it – when we have intelligent people who care and take the trouble to hit the keyboard with their comments and ideas. Have a great week.

    Well said Jiaoji. You have put on paper what most of the people are thinking . There is no place for a GCC, all we need is a President, a parliament with government and opposition and ministers. Everyone is given an EQUAL opportunity to work, build up wealth, educate their children. I fear nothing will change. One day the Vulaqi will be gone, there will be nothing left. But alas nothing has happened in 54 years since independence, and I guess the status quo will remain.

    The less intelligent outnumber the thinkers and people of reason. That is the problem. It’s a numbers game when it comes to elections and votes.
    The opportunists like Pramesh Sharma are conducting their self promotion campaign actively on social media shamelessly. Every event possible from a close encounter by chance or manufactured with ‘celebraties’, sportsmen or politicians are exploited to show ‘how great I am’. A self appointed quasi statesman and news announcer. If you are famous and ill in hospital he will hound you there to show how far his reach is to his potential admirers. Sick.
    I hope the intelligent grow in numbers and can reach out to those led astray, whatever platforms that are available…be it online or relational.

    I wish that there are more right thinking people like Jiaoji Savou, who has correctly pointed out that GCC shouldn’t be blaming the 2013 constitution or others for the ills of the I-Taukei.

    Mr Savou is very clear in his thoughts, and I hope that GCC should stop hoodwinked the I-Taukei.

    It will be interesting to know the 33 clauses they want to change. The two that they have already said they want to change will be unfair to many citizens. TRC and GCC are going in the opposite direction.

    I miss the American youth culture from between 1998 to 2004. Skateboards, Sunsets, pop punk, high school teen parties and American Pie. Too bad Fiji never had those things and never will because of the uncool people. Fiji is a boring country stuck in the pre-stone age time because of the people.

    Fiji might never have the movie culture of American youth (lazy wealth, surfing, skateboards, high school teen parties), but we can be grateful for the absence of guns in teens hands where the yanks are world leaders.

    Where indegnous Fijians excel is their beautiful heart that shines through in their singing. Unique and wonderful.

    Perhaps clever beautifully sung Fijian protest songs may topple the oh-so-obsolete antediluvian chiefly system?

      But even the Canadians were doing the same as the American youths from 1998 to 2004. Except for the guns. But the again, the American youth culture from 1998 to 2004 wasn’t about guns. It was about being edgy and extreme. WWF Attitude Era was a great example of it.

    The critique outlined in the Facebook post is totally correct.

    As I have said before the GCC is no longer relevant to the modern world in which Fiji must operate in. They are unrepresentative of the Fiji people and are only there by birth, with birth being their only qualification!

    They are only interested in themselves and feed off the very people they claim to represent!

    The Itaukei only prosper and advance when once leave the village and escape the feudal system!

    I cannot think of any other country where the indigenous leaders have said such horrid hateful things against such innocent and peaceful cohabitants with the result being polite non-violent tolerance.
    Indeed, ” the ITAUKEI need to seek forgiveness from the Vulagis” whose hard work has given them so much unearned wealth from taxes (which they largely squandered).
