As long ago as May last year, Grubsheet was opining that Manoa Kamikamica had demonstrated that he was unfit to succeed Sitiveni Rabuka as prime minister because of his craven support for the 138-per cent average pay rises that MPs had awarded themselves when more than half the nation lives in poverty.
Grubsheet readers will recall that we pilloried Kamikamica for saying that if politicians were paid more, they would work harder. As if they aren’t already privileged to have salaries that ordinary Fijians can only dream of and have a solemn obligation as elected representatives of the people to work as hard as possible anyway.
We again said that Manoa Kamikamica had forfeited his right to be considered to succeed Sitiveni Rabuka when news emerged that he had broken all convention and gone to FICAC personally to raise his own corruption investigation with the former deputy commissioner, Francis Puleiwai. Across the desk from the principal corruption watchdog at the time, the Deputy Prime Minister had asked her about the progress of that investigation – something Puleiwai says she found confronting, intimidating and highly inappropriate.
This was the current Prime Minister’s putative successor having the temerity to take it upon himself – using the ruse of wanting to talk to Puleiwai about another matter – of blatantly interfering in an investigation into his own conduct by the supposedly Independent Commission Against Corruption.
When this story emerged, it was the final nail in Manoa Kamikamica’s coffin as far a Grubsheet was concerned. Because Fiji simply cannot have someone who aspires to lead the nation treating its supposedly independent institutions of state with such contempt. But sadly, it turns out that we were grossly naive to imagine that this was the worst of Kamikamica’s offences against proper standards of governance.
Today, we are giving the Fijian people a ringside seat as Manoa Kamikamica drives the biggest nail of all into his political career – an incident that irrespective of whether charges are eventually laid against him – demonstrates beyond doubt that his personal standards of conduct make him totally unsuitable to be prime minister. And that he must be prevented from every reaching the top political office at all costs.
It is the transcript of what happened when Kamikamica gave evidence at the Ashton-Lewis Commission of Inquiry, a hearing that was held “in camera” – in secret – but that has now burst from the pages of the unredacted COI Report to swamp Kamikamica’s ambition to lead once and for all.
What you are about to read is a shocking insight into the personal standards of Kamikamica himself and also the political milieu in which the Deputy Minister has been operating.
- The COI establishes that Manoa Kamikamica has been a close friend of Barbara Malimali through his wife, Ann Kaukamea Kamikamica.
- He was lobbying for Barbara Malimali to become FICAC Commissioner despite her being unqualified for the job and legally prevented from taking the position.
- He allegedly told a fellow MP, Kalaveti Ravu – who had been charged by FICAC with abuse of office for allegedly interfering in an investigation into the illegal trade in Sea cucumber – that he could intervene with Barbara Malimali on Ravu’s behalf.
- Ravu has given sworn evidence to this effect – in an affidavit and under oath again when he was cross examined on that evidence at the COI.
- Manoa Kamikamica’s response, also under oath? That he cannot recall having the conversation that Kalaveti Ravu describes.
- This is not “hearsay” – the favoured tactic of the likes of Graham Leung, Vijay Narayan and the Fiji Times to try to discredit the COI – but evidence at a judicial inquiry sworn on the Bible under oath.
The COI concludes that a prima facie case exists against Manoa Kamikamica to charge him with perverting the court of justice. The file is now with the Police CID for further investigation. But Kamikamica’s supporters are saying that it will never see the light of day.
Sadly, that is undoubtedly the most likely outcome when the Prime Minister and President refuse to follow the COI recommendation that they consider suspending the Chief Justice, Salesi Temo, who controls the two prosecution arms of the state – the ODPP and FICAC.
When any police docket on Kamikamica reaches the ODPP, it will be reviewed by the equally compromised Acting DPP, Nancy Tikoisuva, and the Deputy DPP, John Rabuku – both of whom have also had adverse findings against them by the COI. And the most likely outcome is that Manoa Kamikamica will not be brought to account. Because as well as Tikoisuva and Rabuku being friends with Barbara Malimali, they are also friends of Manoa and Ann Kamikamica.
Yet irrespective of the outome of the police investigation, Manoa Kamikamica must never be allowed to become Prime Minister. Why? Read on and make up your own minds, Fiji. But what Kalaveti Ravu alleges Manoa Kamikamica did as Deputy Prime Minister is official corruption of the most serious kind.
You will not see any of this in the local mainstream media. As with Biman Prasad, the media is suppressing the Kamikamica story in a shocking indictment of its supposedly independent role in the much trumpeted new era of media freedom. Which is actually the same climate of fear and repression as the last government only worse. Because there is an added layer of scandalous complicity arising from the fact that a number of media outlets – CFL-Fiji Village, Fiji TV and Mai TV – have actually been bought off with taxpayer funds.
Please sit down and take the trouble to read the following extracts carefully. Because you too can join the crusade to maintain the integrity of governance in our beloved nation by saying “no” to such conduct. Our collective future and of future generations depends on it. (The “Prasad” is Biman Prasad, Kamikamica’s fellow Deputy Prime Minister and Finance Minister).










And that’s precisely what the COI Report recommends in its chapter 7 on “Possible Offences” that has been redacted altogether in the version of the Report that the government has published this week – the censored version – but which Grubsheet published unredacted when the Report was first leaked.


So Manoa Kamikamica can cajole and intimidate local journalists into not reporting the allegations against him. He can call Grubsheet an “alcoholic” and say that nothing I report matters. His supporters can anonymously brand me a “white boy” who will never again be allowed to set foot in Fiji. But Mr Sweet’s reputation has turned decidedly sour and he will only ever become prime minister if the People’s Alliance suspends all judgment and abandons all notion of proper conduct and the ability to separate right from wrong.
It is entirely possible, of course, because this is a party that let Kamikamica’s close political ally, Lynda Tabuya, off the hook over the sordid events in Room 233 and is campaigning for the restoration of the racist 1997 Constitution, despite promising the minorities before the last election that it would protect their interests.
It is the same with Kamikamica and Tabuya as it was with Frank Bainimarama and Aiyaz Sayed-Khaiyum. When you got Frank, you got Aiyaz. Get Manoa and you will get Lynda. And unlike Frank and and Aiyaz – who at least stood for equal opportunity in Fiji – Manoa and Lynda are the most dishonourable “honourable members” of parliament.
Trafficking in influence and patronage, using their positions to enrich and benefit themselves and their political allies, trashing the institutions of state and totally unfit for public office of any kind. They must be brought to account. They must be stopped. And Manoa Kamikamica must NEVER be prime minister.

Reader’s comments that perpetuate the myth that the COI is based purely on hearsay are being rejected. Grubsheet will not be party to propagating falsehood.
The COI is a lawfully-constituted judicial inquiry of the kind that are routinely conducted as royal commissions in Australia, New Zealand and other jurisdictions. The only reason ours wasn’t a royal commission is that we no longer have the monarchy.
Sworn evidence is taken in the form of affidavits, that evidence is subject to cross-examination, also under oath, and the Judge makes findings. If on the basis of those findings, he recommends that further investigation is necessary, they are conducted by the police or FICAC in the normal manner of any criminal investigation.
In the case of a police investigation, a “docket” will be sent to the ODPP for the DPP to decide whether charges should be laid on the customary basis of whether there is a likelihood of securing a conviction and whether the prosecution is in the public interest.
Anyone charged then appears before a court of law and there is the presumption of innocence until proven guilty beyond reasonable doubt.
The notion of “hearsay” is being used by the opponents of the COI to undermine its credibility. Justice David Ashton-Lewis is a Judge of the Supreme Court of Fiji – the nation’s highest court. And while he said in his Australian radio interview that some of what was submitted at the COI was hearsay, it was his job as a Judge to separate hearsay from hard evidence and he is skilled at doing so.
In the case of Manoa Kamikamica, Kalaveti Ravu has given sworn evidence that Kamikamica offered to intercede with Barbara Malimali on his behalf. That is not hearsay but evidence to the Inquiry from a primary source given under oath.
If Kamikamica is eventually charged, he will face trial, that evidence will be examined in a court of law as opposed to a commission of inquiry and it will be up to another Judge to determine his innocence or guilt without any reference to what happened at the COI.
That is our system of justice based on the British model evolved over centuries and it is generally acknowledged as world’s best practice.

EFL was discontinued after Barbara instructed that it be shelved (apparently on instructions from Manoa and Finance Minister Prasad).
With FBC, the instruction was to just pin something on Riyaz Sayed-Khaiyum at any cost.

Even with free school education in Fiji, the actual literacy rates in Fiji especially on civil issues are low. So we see journalists, lawyers and other professionals not able to correlate ( join the dots), think critically and analyse. There is fat chance that these literacy levels will improve in the short term and there doesn’t appear to be any inroads to lift up education standards.
